4. Exit stalemate from issues related to estate, probate, receivership, trust held properties.

6. Stalemate impacts from market changes, negligence, trespassers, illegal dumping or the like.
7. Market impacts from Covid pandemic, crime, economic uncertainty, blight or the like.
